In Africa’s drylands and rangelands, drought risk is predictable and recurrent, yet financing remains largely reactive. Closing this gap requires scaling anticipatory drought finance that is triggered by early warning systems, climate risk analytics, and impact-based forecasting.

Priority investments should link forecast-based financing, social protection, and locally led preparedness so that resources are released before losses occur, protecting livelihoods, ecosystems, and food systems at lower cost.
