Organizational Setting

The Office of Climate Change, Biodiversity and Environment (OCB) at the Food and Agriculture Organization of the United Nations (FAO) promotes integration of innovative approaches in the activities of the Organization, for the sustainable use, management and conservation of natural resources for food and agriculture. OCB assists FAO Members in their responses towards the challenge of climate change mitigation and adaptation, as well as the development of adaptive capacities of agriculture, fisheries and forestry for conservation and sustainable use of biodiversity and other natural resources. It provides a coordination role on climate change, biodiversity and the environment. The Office also serves as the focal point for a multidisciplinary and global approach to the United Nations Framework Convention on Climate Change (UNFCCC), the Convention on Biological Diversity (CBD) and topics on bioenergy as well as on Globally Important Agriculture Heritage Systems, ecosystem restoration and green and climate resilient agriculture.

The position is located in the Environmental and Social Management Unit (ESM Unit) of the Office of Climate Change, Biodiversity and Environment (OCB) at FAO headquarters in Rome, Italy.

Reporting Lines

The Natural Resources Officer (Climate Risks and Environmental Safeguards) reports to the Natural Resources Officer of the ESM Unit under the overall supervision of the Senior Natural Resources Officer, Environment Team Leader at OCB.

Technical Focus

Support across FAO headquarters, Decentralized Offices and project teams on Environmental - Social Risk management with a focus on climate and environmental impact assessments to ensure effective implementation and compliance with the FAO's Framework for Environmental and Social Management (FESM).

Key Results

Research, technical analysis and project related services to support the delivery of programme projects, products and services.

Key Functions

• Researches and analyses technical, social, economic, environmental, institutional and technology related information, data and statistics and/or related policy issues to support the delivery of programme projects, products and services;

• Produces a variety of technical information, data, statistics and reports as well as input for technical documents and web pages;

• Provides technical support/analysis to various assessments, studies and initiatives and provides technical backstopping to field projects;

• Collaborates in the development of improved/updated tools, systems, processes and databases;

• Participates in multidisciplinary teams, and/or leads working groups/teams collaborates with other divisions and agencies on work groups and committees and promotes best practices;

• Collaborates in, provides technical backstopping to and ensures the quality/effectiveness of capacity development activities within Members such as policy support, organizational development and individual learning events including preparation of related information, learning materials and on-line tools;

• Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations;

• Supports resource mobilization activities in accordance with the FAO Corporate Strategy.

Specific Functions

• Reviews documentation to be included in FAO's disclosure portal in his/her area of responsibility;

• Supports capacity building efforts for FAO project task forces to enhance understanding and mainstreaming climate change and environmental risks into project design and implementation;

• Supports the communication, knowledge management, training, and capacity building aimed at FAO staff at headquarters, Regional, Subregional and national levels in his/her area of responsibility;

• Assists in the further development, refinement and implementation of FAO environmental and social safeguards using geospatial data and information technology (IT) technologies;

• Supports advocacy efforts including the development of a framework for measuring results, with particular emphasis on climate and disaster risk assessments for food security and nutrition;

• Contributes to the integration of environmental standards into FAO's operational policies and processes;

• Contributes to external processes for harmonization, guidance and standard setting for environmental safeguards;

• Represents the Organization at external and interagency meetings as required;

• Performs other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in environmental management, natural resources management, climate science, agriculture or a related sustainable development field;

• Five years of relevant experience in natural resources management, environmental and social risk management, environmental sciences or other related fields with emphasis on topics covered under FAO's environmental safeguards (biodiversity conservation, and sustainable management of natural resources; resource efficiency and pollution prevention and management; and climate change and disaster risk reduction) in policies, projects and/or operations;

• Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills

• Work experience in more than one location or area of work, particularly in field positions;

• Extent and relevance of experience and knowledge of environmental and social safeguards identification and management with a focus on biodiversity conservation, and sustainable management of natural resources; resource efficiency and pollution prevention and management; and climate change and disaster risk reduction;

• Extent and relevance of experience in designing and implementing development and investment projects with a focus on natural resources management in agriculture;

• Extent and relevance of experience in using data analytics, geospatial information and IT technologies in assessing and monitoring environmental and social risks;

• Extent and relevance of experience in developing environmental and social impact assessments, stakeholder engagement plans, grievances handling and disclosure in FAO and/or bilateral/multilateral development and financial institutions;

• Knowledge and practical experience working on climate change and disaster risk reduction issues in agriculture is desirable.
